above error happens when rcu is unable to create tablespace at specified location. later in the installation u will see it have to use this tablespace to gran permission to DEV_OIM user.

solution
check your disk space. most probably you run our of space at your installation directory

df -k

100% /oracle

clear some space and run installer rcu again.
