to configure design console do the following 2 steps

1. run this command to generate .jar file

/app/oracle/wlserver_10.3/server/lib and run "java -jar wljarbuilder.jar"

 

2. Copy wlfullclient.jar to /<OIM_HOME>/designconsole/ext and lib
